A System at Risk is a comprehensive analysis of the economic competitiveness and quality of life in America.  Written for the layman and the professional alike, it describes an impending crisis in the surface transportation system, which is the foundation of economic vitality.

Because highways in the U.S. are perceived to be "free", the demand is unbounded. The lack of a direct relationship between price and demand have led to a failing transportation system as congestion has grown. Tolling is beginning to be viewed by policymakers as an alternative to gas tax and a way to affect driver choice through pricing. To adapt, the traditional public toll operator will have to develop a new philosophy of purpose that includes a strategy for mobility and not just the delivery of more roadway capacity. This will be a challenging environment for the traditional toll agency. 

Public toll agencies must be run as if they are private entities but within  the framework of public  responsibility and stewardship. The public sector has the opportunity to implement "use for fee" policies but the thinking cannot be simply an extension of traditional public sector thinking. A new organization delivery model will be necessary, especially as the industry extends Electronic Toll Collection (ETC) and ceases the practice of cash collections.
