Dr. Harold Worrall is the founder and President of Transportation Innovations, Inc., a consortium of toll and ITS professionals dedicated to stimulating innovation in the transportation community.He serves as the Chairman of the Board of Citilog S.A. headquartered in Paris, France. Dr. Worrall has a career extending over 40 years and has served with four State Departments of Transportation including Illinois, Virginia, Utah and Florida, the latter three at the Assistant Secretary level. His career in the private sector includes consulting with various public transportation and toll agencies.He served over a decade as the Executive Director of a major urban expressway authority.He is a past President of IBTTA, and Chairman of the Board of ITS America. Dr. Worrall has been the author of various management studies and has published articles on Electronic Toll Collection, public finance, toll operations and concession development for various publications.His recently published book, “A System at Risk: The Economics of Transportation” addresses our current transportation dilemma.He is an adjunct faculty member in the School of Public Policy at the University of Central Florida and has been a guest lecturer at the University of Michigan, George Mason University and the University of Virginia. He holds a Bachelors of Science degree in Civil Engineering and an MBA from the University of Illinois, and a Ph.D. in Public Policy from VirginiaCommonwealthUniversity.
